I am not counting Schindler’s List, but not because of the reason you cited. There were several black and white films (minor ones, really, but there were) that hand-painted cells of filmstrips to add color, so the pink coat would not have disqualified Schindler. What did, however, was the fact that the beginning (the lighting of the candle) and end (the scene at the grave of Oskar Schindler), were filmed entirely in color.

As for Sunrise, while I would love for it to be considered a Best Picture winner, many, even some proclaimed experts, have included Sunrise as such. However, the Artistic Qualify of Production award was given only once, did not get “merged” into Best Picture and was more a placating gesture than a credible category.
